You cannot unless you subscribe to a service such as www.efax.com

a fax modem is used with a phone line, not the internet.

You need a Fax/Modem: the software will come with it, you just need to install it. There sill be a help file and you can send any file on your computer over a fax line.
If you have a peice of paper that you want to fax then you need a scanner to put the document on your computer first - the instructions come with your printer control software.
The first time is the hardest, after that it is a cakewalk

If you have a Fax/Modem in your computer, then you DO have a FAX machine. You only need something like WinFax or other software that will add a FAX machine in your PRINTER section.

I don't own a fax machine and can't really access one anytime soon, but I want to send a fax. I've heard you can do this through the internet. Is it true? If so, how? And what program can I use?

There is a website called www.FaxCompare.com, and it compares all of the different kinds of internet fax services. There are some on there that are for larger corporations, and then there are others where you can simply pay a (very small) fee for each that you send/receive. Depending on which one you choose (according to your needs), your service provider will either offer customer service to help you learn how to use your service, or there will be step-by-step instructions and/or a demonstration on their website.

I don't have anything against email and definitely do prefer email over fax, but some people just don't want to let go of their fax machines!

Of course, there are lots of places that allow you to send faxes, and even receive them (usually in the form of a PDF or JPG file) for free!
