I guess this is an economics question. In developed countries, there's already a major cabled network meaning that it's unnecessary to go wireless. The bandwidth available on decent cable is far in excess of that via wireless simply because phone-lines are point-to-point from subscriber to the exchange, whereas wireless is shared amongst many subscribers using a limited number of radio frequencies.
In less developed countries it's more economical to set up a wireless network instead of a wired one, although the bandwidth available may not be as high as it would be if a fully-wired network was set up.
