Is it possible to buy a domain name outright instead of just "register" it per year?

I don't want to pay a monthly lease for a domain name.can I just buy it, or does keeping it registered with the domain name service itself cost money?

Most domain names I find that you rent are on a yearly basis.
Which is pretty good.

Buying a domain name and having it be yours is as simple as going to one of the "top" registrars such as Network solutions www.netsol.com or Register.com www.register.com You can register a domain name and own it without having web hosting setup (both of those registrars will let you point the domain to a "coming soon" page). As far as copyrighting (I do not believe the spelling is copywriting), I recommend visiting the US Copyrights FAQ (Frequently Asked Questions) page at http://www.copyright.gov/help/faq/
